About this file

This is Amendment 0001 to Solicitation 19AS2026Q0031, issued by the U.S. Embassy Canberra GSO Procurement Office on August 17, 2026, with Requisition Number PR16160525. The amendment modifies Section 3 – Solicitation Provisions, paragraph A.2.8, by removing the requirement for qualified subject-matter experts in "semiconductor supply chains, defense/national security policy" from the personnel qualifications, leaving only the requirement for "qualified subject-matter experts and strategic communications." The amendment is effective immediately, and offers must acknowledge receipt prior to the submission deadline or risk rejection. The contracting officer is Paul Rau.

The amendment includes eight Questions and Answers clarifying requirements for the PAS U.S. Studies Conference Program Services contract. Key points include: conference dates are flexible with no required sequencing across Canberra, Sydney, and Melbourne locations; conferences must be delivered in-person with a lead moderator, though subject-matter experts may participate remotely; the contractor is responsible for identifying participants (new to Australian government positions) with Embassy facilitation of invitations; the primary conference audience should focus on Australian and subnational officials, though the contractor may propose broader private sector and academic participation; the contractor must propose qualified subject-matter experts with justification, with the lead coordinator being an expert on U.S. foreign policies and the American-Australian Alliance; a strategic messaging campaign using social media and op-eds will highlight conference successes; the contractor must maintain a local presence in Australia with a registered business address or establish one within thirty days of award; and the U.S. Embassy will not provide GST exemption letters for U.S. offerors.

Questions and Answers

Q1.

Q5. Subject-Matter Experts: The solicitation requires qualified subject-matter experts in semiconductor supply chains, defence and national security policy, and strategic communications. Could you please advise whether the Embassy has preferred speakers or an existing roster of approved subject-matter experts, or whether the contractor is expected to independently identify and propose all speakers?

Answer: The Embassy does not have a preferred speaker, but requests the contractor to provide justification for its proposed slate of subject matter experts. The lead coordinator for the contractor should be an expert in the United States, its foreign policies and the American-Australian alliance. There is no requirement for the contractor to furnish all subject matter experts from its own internal roster; a think tank, for example, can invite experts from other institutions to complement its own staff’s lead instruction.
