About this opportunity

The United States Space Force Space Systems Command is seeking prototype proposals for the Space Based Interceptor (SBI) program through Request for Prototype Proposal FA8819-25-9-1001. The government intends to competitively award multiple fixed-price Other Transaction Agreements and anticipates incorporating Prize Competitions under federal contracting authorities. Access to solicitation documents requires companies to demonstrate eligibility through an approved DD Form 2345 (Militarily Critical Technical Data Agreement) due to export control requirements for unclassified technical data and critical technology. Companies may also optionally submit JWICS points of contact to receive supplementary classified information from the USSF SBI Industry Day. The proposal due date was October 2, 2025, with requests for bidders library access required by September 24, 2025 at 8:00 PM Pacific, and the government's eligibility verification process typically takes 1-2 days. Two amendments have been published making administrative changes only, with Amendment 2 published on October 4, 2025, updating the Non-Government Advisor list.

This solicitation does not utilize any set-aside designations and is open to all eligible contractors who can meet the export control and security clearance requirements. No specific incumbent contractors, award values, or budget ranges are mentioned in the solicitation notice. The procurement falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences and PSC code 1555 for Space Vehicles, indicating the technical nature of the space-based defense system development. The place of performance is listed as El Segundo, California, which aligns with the Space and Missile Systems Center location. The government has emphasized that this courtesy notice does not constitute an obligation and does not commit the government to making any awards, maintaining flexibility in the procurement process.
