About this opportunity

The United States Senate, Office of the Sergeant at Arms seeks a complete replacement mail processing conveyor system, with proposals due August 21 at 5:00 PM ET. Amendment 001 extended the deadline from July 30 and changed the contracting point of contact to Tonia Courtney; Amendment 002 posted Q&A responses.

Place of performance is Landover, Maryland (6330 Columbia Park Road). The system must be designed, furnished, delivered, installed, integrated, tested, and warranted as a turnkey unit that preserves existing mail screening workflow while improving reliability. Scope includes approximately 134 linear feet of motorized roller conveyor, approximately 28.5 linear feet of gravity conveyor, a right-angle divert/sort device supporting round robin and manual call button operation, NEMA 1 control panels, controls, electrical work, safety equipment, and accessories. The contractor disconnects and removes the existing PMW system, protects the X-ray machine, provides all project management and labor, and must achieve thirty consecutive calendar days of operation without system failure downtime to satisfy SAA acceptance testing. Installation is targeted for Q3 2026 during a single coordinated outage. A mandatory site visit occurs July 13 at 8:00 AM; registration is due July 10. Written questions are due July 20 at 12:00 PM ET.

NAICS is 333922 (Conveyor and Conveying Equipment Manufacturing); PSC is R604 (Support—Administrative: Mailing/Distribution). The warranty period is twelve months after successful SAA acceptance, with on-site support within forty-eight hours of notification and manufacturer's warranty provided at no additional cost. Quotations must be firm-fixed-price, F.O.B. Destination to Washington, DC, submitted in Excel format with firm pricing valid through September 30, 2026. Resellers must provide OEM authorization; telecommunications equipment requires Section 208 compliance certification from U.S. companies only. Award is single and based on best-value tradeoff: technical specifications (Factor 1) and past performance within three calendar years (Factor 2) are combined and weighted equal to proposed price (Factor 3), with Factor 1 weighted more heavily than Factor 2. Offerors may quote open market or through NASA SEWP, GSA Schedule, or other GWACs.
