About this opportunity
The U.S. Department of State, through the Embassy of the United States in Antananarivo, Madagascar, is soliciting quotations for bi-weekly trash collection services at the Embassy Compound. The primary contract requirements include providing one clean 10-cubic yard dumpster replaced during each pickup, with collections scheduled before 12:00 PM on Fridays, furnishing all necessary labor, materials, equipment, and insurance, and maintaining high-quality service standards with no more than one customer complaint permitted per month. Offerors must demonstrate relevant past experience with trash collection services, provide proof of required local licenses and permits, submit evidence of financial capacity, supply insurance certificates including Defense Base Act coverage if applicable, identify a qualified project manager fluent in English, and present a strategic plan detailing equipment, quality assurance, and personnel. The evaluation will be based on technical acceptability—including past performance and experience—with award to the lowest-priced acceptable quoter without discussions, unless the government determines discussions are necessary with companies in the competitive range. Critical deadlines include January 12, 2026 at noon for site visit attendance registration, January 14, 2026 at 9:00 AM for the mandatory site visit, and February 4, 2026 at 4:30 PM for proposal submission, with no proposals accepted beyond the deadline.
This solicitation is unrestricted with no set-aside designation, and the incumbent contractor holds a contract valued at MGA100,862,189.54 for the base period plus four option years. The contract structure consists of a 12-month base year plus four optional one-year renewal periods for a potential five-year term, with pricing submitted as a fixed monthly rate for standard services and unit rates for temporary additional services on an as-needed basis. The solicitation is located in Antananarivo, Madagascar, at the U.S. Embassy GSO Section, Lot 207A, Point Liberty, Andranoro-Antehiroka. Key operational details specify that contractors must be prepared to accommodate weekly service during certain periods as operationally required, handle exclusively non-hazardous municipal solid waste, provide signed collection receipts for each pickup as the only required documentation, and submit personnel and vehicle clearance with a 72-hour lead time prior to routine pickups. For additional information and clarifications, interested parties should contact the Contracting Officer, Haingotiana Raneboson, at +261-033-55-040-03 or email procurementantananarivo@state.gov.
