About this opportunity
The U.S. Department of State (DOS), specifically the Bureau of Overseas Buildings Operations (OBO), has issued a Special Notice for professional worldwide commissioning services. The notice anticipates awarding up to six Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to Architect-Engineer (A-E) firms for conducting commissioning services at diplomatic facilities globally. This procurement is aimed at identifying qualified firms to provide professional services for international building projects. The solicitation will be conducted through a three-stage evaluation process, with the first stage focusing on firm qualifications. The Department will evaluate submissions using Federal Acquisition Regulation (FAR) 36.602-1 selection criteria, with the potential to set aside the procurement for small businesses if sufficient qualified small firms are identified.
Contractors interested in this opportunity must submit Stage 1 qualifications by May 28, 2024, demonstrating expertise in commissioning large-scale construction projects. Each IDIQ contract will have a $25 million ceiling over five years, with task orders ranging from $50,000 to $3 million. Firms must possess or be able to obtain a DCSA Top Secret or Secret facility clearance and have certified commissioning professionals with experience in building systems and LEED certification processes. Eligible contractors must be able to simultaneously staff three embassy or consulate sites and submit comprehensive documentation including Standard Form 330, qualification statements, commissioning plan samples, and evidence of technical capabilities. The NAICS code for this opportunity is 541330 (Engineering Services), with a small business size standard of $25.5 million or less in average annual receipts. Successful offerors will be selected based on their demonstrated competence, qualifications, and ability to perform commissioning services for diplomatic facilities worldwide.
