About this file
This document is a Questions and Answers (Q&A) file for Request for Proposal (RFP) 19AQMM24R0131, related to the U.S. Department of State's Professional Worldwide Commissioning Services solicitation. The Q&A provides clarification on submission requirements for a Stage 1 qualifications process, addressing detailed points about document formatting, content expectations, and submission guidelines for professional commissioning services.
Key details include the anticipated award of up to six Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for professional Architect-Engineer (A-E) firms to conduct commissioning services for Department of State Diplomatic Facilities Projects Worldwide. The solicitation is open to firms with expertise in building mechanical, electrical, and life safety system design, and requires submission of commissioning plans, standard forms, templates, and technical writing samples. The opportunity may be set aside for small businesses if a sufficient number of qualified small businesses are identified. Certifications such as Certified Commissioning Professional (CCP), Commissioning Agent (CxA), and Building Commissioning Professional (BCxP) are all acceptable, with no specific ranking preference.

Q&A For RFP 19AQMM24R0131
1. In regards to the referenced solicitation, the instructions say both PDFs are to be uploaded to Google Drive for the Stage 1 submission. Please clarify how the submission content is to be divided between the two PDF files.
1 File addressing all parts of the RFP.
2. Given the Memorial Day holiday and planned time off directly preceding the due date;
will OBO please extend the date of receipt of Stage 1 submissions to Friday, May 31st?
Please see Amendment A01.
3. Submittal Requirements Item C (page 5): Copies of a Commissioning plan produced by the firm regarding an office building/facility construction project. Is this request for multiple copies of one Commissioning plan or for more than one Commissioning plan? If the latter, how many Commissioning plans are needed to meet the requirement? Are we to include this as an Appendix to our Stage 1 submittal?
One copy of each plan submitted, digital is preferred.
4. Submittal Requirements Item D (page 5): A copy, of a representative sampling of a library of standard commissioning forms and templates, including electronic versions of all; in-house expertise in building mechanical, electrical, and life safety system design.
A. Should the electronic forms and templates be submitted in the same file as our
Stage 1 qualifications or separately? Anticipated file size of the SF 330 plus all forms could be large. Same file.
B. Is the last portion of Item D intended to be a separate requirement similar to Items
E and F? Meaning, do you require, “Evidence of in-house expertise in building mechanical, electrical, and life safety system design?”
Representative sample documents can either be bundled PDF or organized in a digital folder submission.
In-house expertise is typically resumes or bio of direct employees of submitting firm.
5. Submittal Requirements Item H (page 6): Copies of a sample of a document demonstrating the firm’s ability to write a short technical document using active voice, second person present tense. Is this request for multiple copies of one technical document or for more than one technical document? If the latter, how many technical documents are needed to meet the requirement? Are we to include this as an Appendix to our Stage 1 submittal?
1 Copy.
6. Is there a file size limitation for our submittal? If so, are we allowed to submit the final
PDF files in multiple emails with clear naming conventions to denote order? No limitations.
7. For large campus programs and large OBO projects, it is common for the duration to be four to five years before project completion. We have several projects that will be completed this year, but not before the SOQ is due. This requirement will have a duration of 5 years; Base plus 4 options if exercised.
If a firm has 3 completed projects, for the additional projects submitted in the proposal, would procurement accept for evaluation of section F, projects that are 75% complete?
Relevant work already completed on an ongoing project may be used as part of the submission.
8. For the following requirement "A copy, of a representative sampling of a library of standard commissioning forms and templates, including electronic versions of all;" is there a recommended sample size preference or specific trades that are more desirable?
One example of documents from each a representative variety of systems commissioning is sufficient. It should represent desired trades typically commissioned; Mechanical, Electrical, Fire, Life safety and Envelope.
9. Regarding the request to add as separate attachments in the RFQ (page 5, SUBMITTAL
REQUIREMENTS, C-F, H): What qualifies as ‘evidence’ to these items? Are we to include a sampling of electronic/.pdf formats for each system included in an office/building facility or construction project? Similar for a representative sampling of a library of forms, templates, etc.
How many samples of each items C-F, H are required to qualify our firms as showing
“evidence”?
Same as answered in questions 4 and 8.
10. Does OBO have a ranking for Commissioning Professional certifications or are all of the following seen as equal: Certified Commissioning Professional (CCP), Commissioning Agent
(CxA), Building Commissioning Professional (BCxP), or other commissioning certification)
All are acceptable with no preference.
