About this opportunity
The Department of Agriculture Under Secretary for Farm Production and Conservation seeks to lease office and related space in Whiteville, North Carolina, with proposals due October 13, 2026. This is Amendment 4 to RLP 57-37047-22-FA, extending the deadline and incorporating significant document and policy revisions since the original May 16, 2022 solicitation.
The Government requires 3,958 to 4,400 rentable square feet (RSF) yielding American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) space within Whiteville city limits, with 27 total parking spaces including 3 reserved surface spaces. The lease structure is 20 years full term with 5 years firm and 120-day termination rights after the firm period. This is a fully serviced, turnkey lease where the lessor provides all shell upgrades, tenant improvements, operating costs, real estate taxes, and security upgrades included in a gross rental rate per RSF. The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses); PSC is X1AA, Lease/Rental Of Office Buildings.
Award will be made to the responsible offeror with the lowest priced technically acceptable offer based on present value price evaluation. Offerors must submit GSA Forms 1364 and 1217 with detailed pricing, CAD floor plans, proof of financing, zoning compliance, fire protection documentation, Energy Star certification or exemption justification, Phase I environmental site assessments, and proof of signing authority. The Government will conduct building tours and follow a two-step evaluation: Step 1 identifies the apparent lowest priced offer; Step 2 requires that offeror to submit additional due diligence documentation including environmental and historic preservation compliance information before award.
