The goal of this event is to provide industry with the most up-to-date information about the TSS-E requirement and to solicit comments on the current draft PWS.

All information provided in this slide presentation can be found in the PWS, and is based on the best information available.

The information provided is notional and is not to be considered binding. The Acquisition Strategy and Request For Proposal (RFP) have not yet been approved and is not available at this time.

The draft PWS is not a formal request for proposal and does not commit the Government to procure any goods or services.

Program/Requirement Overview TSS Enterprise

Provides mission support to the Army Training Support Center (ATSC) to deliver operationally relevant Live, Virtual, Constructive, and Gaming (LVC&G) training support solutions by creating training environments that realistically replicate operational environments.

The enterprise consists of five primary tasking areas, with multiple subtasking areas, that complement each other and together generate the Army’s TSS capability through the delivery of products, services, and facilities.

TSS Enterprise contract has existed since 2011. It was created to support the TSS Enterprise by streamlining services and gaining efficiencies by consolidating TSS support requirements across the various Live, Virtual, Constructive, and Gaming (LVC&G) domains at home stations and Combat Training Centers (CTCs) by allowing the Army to leverage contracted support capabilities at Army installations. The contract provides support for training through the Sustainable Range/ITAM Program, CTC Support and Leader Training Program, Mission Command Training Support Program, Soldier Training Support Program, and Training Development Capabilities.

TSS I was awarded in 2011 and TSS II was awarded in Dec 2017 with a period of performance that runs through Dec 2022. This pre-solicitation is to support the follow-on TSS III contract with anticipated award of Dec 2022.

TSS contract provides contracted training support in these tasking areas for US Army Europe, US Army Pacific, United States Army Installation Management Command, National Training Center, National Simulation Center, US Military Academy, National Guard Bureau, US Army Reserve, and over 35 individual installations across the Army. Acquisition management migrated from MICC-Ft Eustis to ACC-Orlando in Oct 2018. Program management has remained with ATSC/TSSO. Both ACC-Orlando and TSSO will retain current roles for the TSS III contract. Subject matter experts across the five tasking areas have been identified with HQDA, TRADOC Proponent Office Ranges, National Simulation Center, Combat Training Center Directorate, and the Soldier Training Support Program. They will assist as needed to support events linked to the acquisition milestones.

Acquisition Strategy Proposed Business Arrangements

Place of Performance: Installations located in CONUS and OCONUS Must be capable of performing on multiple task orders simultaneously.

Task Orders Evaluation:

Most are Firm Fixed Price Low Price/Technically Acceptable with some Best Value/Tradeoff

Security Requirement The contractor and or their subcontractor(s) must meet the requirement to have a validated Facility Security Clearance (FSC) as stated by the contract DD254, at time of proposal submission. No contractor or subcontractor shall be under Foreign Ownership, Control, or Influence (FOCI) which would preclude them from meeting the FSC requirement.

Failure of any Offeror to obtain a FSC at the appropriate level or mitigate FOCI in accordance with DoD 5220.22M current version and AR 380-49 at time of proposal submission will be considered a failure to meet a material requirement of the solicitation, and the Offerors proposal will be considered non-compliant and ineligible for award.

Organizational Conflict of Interest Organizational Conflict of Interest concerns on task orders should be identified and addressed as soon as practical with the Contracting Officer.

An OCI occurs when a contractor’s performance on one government contract may compromise its ability to perform on another government contract or may compromise its ability to compete for a government contract in a fair way.

The Federal Acquisition Regulation (FAR) defines an OCI as a situation where “because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person’s objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage.” FAR 2.101.

Offerors shall not contact any other Government personnel other than the Contract Specialist or Contracting Officer identified.

Contacting any other Government personnel may result in an organizational conflict of interest (OCI) and may result in the offeror being excluded from competition and award.
