About this opportunity
The National Institute of Standards and Technology (NIST) within the Department of Commerce has issued a Special Notice of Intent to Sole Source a service contract for the Tystar MiniTytan 4600 furnace located at its Boulder Micro-Fabrication Facility in Colorado. The acquisition is being conducted on a sole source basis with Tystar Corporation, the original equipment manufacturer located in Garden Grove, California. NIST justifies this sole source determination based on Tystar's exclusive possession of proprietary schematics, software, hardware, and electronic components specific to the furnace model, as well as specialized technical knowledge and authorized parts that only the manufacturer can provide. The contract is valued under the Commercial Items acquisition authority and falls under NAICS code 333242 (Semiconductor Machinery Manufacturing) with a small business size standard of 1,500 employees. This furnace is critical infrastructure used to deposit high-quality dielectric films onto substrates in support of NIST's advanced materials and manufacturing capabilities.
Interested contractors must submit written capability statements demonstrating their ability to perform the required services by April 2, 2026 at 10:00 AM Eastern Time via email to jennifer.lohmeier@nist.gov. The contract scope includes atmospheric and Low-Pressure Chemical Vapor Deposition (LPCVD) tube replacements, annual preventative maintenance, and emergency maintenance services, with a base period of twelve months plus four optional 12-month extension periods beginning June 1, 2026. All offerors must maintain active System for Award Management (SAM.gov) registration, provide their contractor name and address, point of contact information, SAM Universal Entity Identification (UEI), validated business classification status, and a capability statement with their submission. Contractor personnel must be factory-trained and certified by Tystar, supply all materials and consumables, bear all travel expenses, and must pass government background checks and obtain NIST identification badges before accessing the facility. Work will be performed at NIST, 325 Broadway, Boulder, Colorado during regular business hours (Monday-Friday, 9:00 a.m. to 5:00 p.m. Mountain Time), with payment made in arrears on a Net 30-day basis upon receipt and acceptance of invoices.
