About this opportunity
The Department of the Army anticipates procuring an estimated 52 Type I Family of All-Terrain Crane (FOATC) vehicle systems meeting Purchase Description AT-PRF-0001 and Operational Requirements Document standards, with a sources-sought questionnaire due by September 23, 2026.
The Type I FOATC is a diesel engine-driven, pneumatic-tired, continuously revolving superstructure crane with hydraulic operations and telescoping boom capability. Core performance requirements include minimum lift capacity of 25,000 pounds at 24-foot radius with 270-degree traversal on extended outriggers; minimum on-road travel speed of 40 mph with 55 mph objective; all-wheel drive; ability to ford freshwater up to 20 inches; and operation from -25°F to 120°F. The telescoping boom must extend to a minimum of 80 feet (100 feet objective) and include Load Moment Indicator per SAE J159, anti-two-block system, and boom angle and length indicators. The crane must be transportable via highway, rail, sea, and air (C-5 and C-17 aircraft) and operate on JP-8 and F-24 fuels. Dual cab configuration accommodates operators ranging from 5th to 95th percentile height wearing Arctic and MOPP IV protective gear.
The vehicle must meet U.S. DOT and FMVSS highway requirements and include specified attachments: hydraulic clamshell with teeth, concrete barrier grapple, concrete bucket, sling sets, and spreader bars for ISO containers. Coating system must provide 1008-hour salt spray corrosion resistance with 4B adhesion rating per ASTM standards.
The Army anticipates a minimum of two to maximum of five one-year ordering periods, though quantities and contract length are subject to change. Respondents must address manufacturing locations, small business certifications, NAICS codes, facility security clearance capabilities, estimated system costs, build and production rates, and logistic support capabilities. Responses to the questionnaire should be submitted to june.e.brown13.civ@army.mil with "Availability of the FOATC" in the subject line.
