About this file
This is a Sources Sought Questionnaire for the Type I Family of All-Terrain Crane (FOATC) vehicle systems. The U.S. Army is surveying the marketplace to assess the availability and capabilities of Original Equipment Manufacturers (OEMs) and other sources capable of meeting the FOATC T1 requirements, ancillary equipment, and system services. The FOATC is a diesel engine-driven, pneumatic-tired, continuously revolving superstructure crane with hydraulic operations and telescoping boom capability, conveyable by rail, marine, highway, and air transportation modes. The Army plans to procure an estimated 52 FOATC T1 vehicles over a minimum of two to maximum of five one-year ordering periods, though these quantities and contract length are subject to change.
Responses to the questionnaire must be submitted within 30 calendar days of posting to June Brown at june.e.brown13.civ@army.mil with "Availability of the FOATC" in the subject line. Respondents must provide detailed answers addressing company manufacturing locations and employee counts, experience as a prime contractor to the U.S. Government, small business certifications (VOSB, SVOSB, HUBZ, SDB, WOSB), applicable NAICS codes, facility security clearance capabilities, estimated system costs, and commerciality information. Performance capability questions require respondents to identify model numbers or, if unable to meet requirements, propose alternatives with rough cost and timing estimates to close identified performance gaps. Additional sections address build/production rates, logistic support capabilities including Department of Army Technical Manuals and warranties, and test/training support experience. The Government will treat all proprietary information as confidential under 18 U.S.C. 1905 and will not share responses among competing companies. No compensation is provided for questionnaire participation.
