About this file

This document is a Purchase Description (PD) for a Type I Family of All Terrain Crane (FOATC) for the U.S. Army, issued by the Combat Capabilities Development Command Ground Vehicle Systems Center and approved as of February 3, 2021 (Version 1.4).

The Type I FOATC is a diesel engine-driven, pneumatic-tired, continuously revolving superstructure crane with hydraulic operations designed for Army Engineer Horizontal Companies and CASCOM units. Core performance requirements include: minimum lift capacity of 25,000 lbs at 24 ft radius with 270-degree traversal on extended outriggers; minimum on-road travel speed of 40 mph (with 55 mph objective); all-wheel drive capability; ability to ford freshwater up to 20 inches; and operation in temperatures from -25°F to 120°F. The crane must be equipped with a hydraulically-operated telescoping boom extendable to a minimum of 80 ft (100 ft objective), Load Moment Indicator per SAE J159, anti-two-block system, and boom angle/length indicators. Safety features include independent service and parking brakes meeting FMCSR standards, fire extinguishers rated 10 B:C minimum, and emergency egress provisions. The crane must accommodate operators ranging from 5th to 95th percentile in height wearing Arctic and MOPP IV protective gear and include two separate cabs (one for driver, one for boom operator) with specific environmental controls (air conditioning to 85°F within 60 minutes, heating capability, defrosting systems).

The vehicle must meet U.S. DOT and FMVSS highway requirements, be transportable via highway, rail, sea, and air (C-5 and C-17 aircraft), operate on JP-8 and F-24 fuels, and include specific attachments: 2 cubic yard hydraulic clamshell with teeth, concrete barrier grapple with automatic actuator, 2 cubic yard concrete bucket, three four-leg sling sets (15-ton, 25-ton, and maximum capacity), and spreader bars for 20 ft and 40 ft ISO containers. The crane requires extensive electrical systems including 24-volt ground power, diagnostic connectors (SAE J1939-13 compatible), LED work lights with blackout capability, and embedded diagnostic/prognostic equipment (objective requirement). Maintenance must be feasible at field level by MOS mechanics using standard tools, with all maintenance points easily accessible. The coating system must provide 1008-hour salt spray corrosion resistance with adhesion rating of 4B per ASTM standards, applied per AWS welding codes. Verification methods include certification, inspection, testing, and analysis, with most requirements designated as threshold values unless marked objective (O). The document includes detailed specifications for hydraulic systems, transmissions, steering, tires, outriggers with composite work pads, cab configurations, instrumentation panels, and comprehensive marking and identification requirements per military standards.

ID SECTION 3 - REQUIREMENTS I T A C SECTION 4 - VERIFICATION

FOATC1-1058 The Type I FOATC is based upon a standard commercial product meeting all applicable U.S. DOT and FMVSS requirements for highway travel and is capable of traveling on primary road and secondary road without load. It is configured with all components or accessories necessary to be connected and operate at full capacity a hydraulic clamshell, hydraulic grapple, and concrete bucket.

If not otherwise specified, all requirements are threshold value (T).

Objective values, which are desired capabilities are labeled with an (O).

Compliance with Section 3 requirements shall be verified through one or more of the following methods as described herein:

Inspection (I). Inspections constitute those activities conducted for the purpose of evaluating the Type I FOATC attributes and characteristics against the Section 3 requirements. Inspection is accomplished by visual or physical examination of the end item, subsystems or components.

Test (T). Testing is accomplished through the systematic physical operation of the Type I FOATC, its subsystems or components, under appropriate and specified conditions and the collection, analysis, and evaluation of resulting data. Testing also includes the act of recording measurements related to the function of the Type I FOATC, its subsystems or components, and verifying interfaces with respect to form, fit, and function.

Analysis (A). Analyses consist of technical or mathematical evaluations, mathematical models, simulations, algorithms, charts, diagrams, representative data, or other appropriate means to demonstrate conformance with the Section 3 requirement.

Certification (C). Certifications are defined as documents certifying compliance with the specific Section 3 requirement criteria.

Certifications are from organizations not affiliated with the contractor (a.k.a. Third Party Certification). If the Certification is signed by the contractor’s certifying official, then all supporting data (test report, performance documentation, material data, dimensional analysis, etc.) needs to be provided to demonstrate conformance with the Section 3 requirement. If supporting data for self-certification does not clearly demonstrate Section 3 requirements have been met, the Government reserves the right to require testing to verify.
