About this opportunity
The Department of the Air Force Air Combat Command has issued a Special Notice indicating its intent to award a sole-source firm fixed price purchase to the Florida Department of Management Services for a Criminal Justice Network (CJNet) subscription. The contract will be for the 325th Contracting Squadron at Tyndall Air Force Base, covering one base year with four potential option years. This procurement will be executed under simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.302. The acquisition will be processed as other than full and open competition, specifically authorized under FAR 13.106-b and FAR 6.302-1(a). The notice serves to inform potential vendors about the government's intention to pursue a non-competitive procurement for this specific subscription.
The primary objective of this Special Notice is to secure a subscription to the CJNet, a secure statewide Florida intranet system managed by the Florida Department of Law Enforcement. The subscription will provide critical access to criminal justice databases including the National Criminal Information Center (NCIC) and Florida Criminal Information Center (FCIC) records. The government has conducted market research through multiple channels including Unicor, AbilityOne, GSA Advantage, and Google, which confirmed no alternative sources exist. The legal basis for the sole-source acquisition is cited under 10 USC 2304(c)(1), with justification that the service is mandated, controlled by law enforcement, and immediately necessary to satisfy mission requirements. The notice is explicitly not a request for quote or solicitation, and any information received will be considered solely to determine potential competitive procurement. Interested parties should note the due date of May 9, 2025, though the government retains full discretion in determining procurement approach.
