About this file

This Single Source Justification document details a sole-source contract for a CJNET (Criminal Justice Network) subscription for the 325th Security Forces Squadron at Tyndall Air Force Base. The document justifies procuring a subscription to a secure, statewide Florida intranet system managed by the Florida Department of Law Enforcement, which provides access to critical criminal justice databases including the National Criminal Information Center (NCIC) and Florida Criminal Information Center (FCIC) records.

The contract is being pursued under a single-source acquisition method with the Florida Department of Management Services as the exclusive vendor, based on market research conducted through Unicor, AbilityOne, GSA Advantage, and Google that yielded no alternative sources. The justification cites 10 USC 2304(c)(1) as the legal basis, noting that the service is mandated, controlled by law enforcement, and immediately necessary to satisfy mission requirements. The document indicates the procurement is for one base year with potential four option years, though the exact estimated contract cost is not specified in the visible document.

F4A3505051A1001

Project/Program Name: CJNET Subscription Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This requirement provides a subscription to the Florida Criminal Justice Network. This is a secure, private, statewide intranet system managed and maintained by the Florida Department of Law Enforcement (FDLE) to connect Florida criminal justice agencies to various data sources provided by the criminal justice community. This service is a mandated, secure network through which the 325th Security Forces Squadron accesses the National Criminal Information Center (NCIC), Florida Criminal Information Center (FCIC) database of criminal records and the Florida Motor Vehicles driver license records.

Section C: Justification for Soliciting from a Single Source

10 USC 2304(c)(1) or 41 use 253(c)(1); FAR 6.302-1: Only one responsible source andno other supplies or services will satisfy agency requirements.Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Services/Supplies are needed immediately to satisfy mission requirements. Service will not be available as the state of Florida is the owner/creator of this servicewhich Is controlled by Law Enforcement.

Section D: Efforts to Obtain Competition

Market research was conducted via Unicor, AbilityOne, GSA Advantage and Google yielding no results. The Criminal Justice Network is still the only source available to access these records. The Florida Department of Law Enforcement (FDLE) controls this service and utilizes the Florida Department of Management Services to provide this service. The Florida Department of Management Services is the only vendor capable of fulfilling the requirement.

Section E: Steps to Preclude Future Single Source Awards

Market research will be conducted each year in an attempt to remove and overcome any barriers to competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
