About this opportunity
The Department of the Interior Fish and Wildlife Service seeks delivery of approximately 1,500 tons of naturally occurring caliche graded to 1.5 inches minus for use as flexible roadway base material at Laguna Atascosa National Wildlife Refuge near Los Fresnos, Texas, with quotes due August 25, 2026 at 3:00 PM Central Daylight Time. This is a Women-Owned Small Business set-aside using firm-fixed-price contracting.
Delivery period runs September 1 through September 30, 2026, with a hard deadline of September 30. The NAICS code is 212319, Other Crushed and Broken Stone Mining and Quarrying; PSC is 5610, Mineral Construction Materials, Bulk. Quoters must submit a firm-fixed unit price per ton and extended total price for the 1,500-ton quantity, though estimated quantity is for evaluation purposes only and does not obligate the Government to order that exact amount.
Quoters must identify the specific pit or quarry source and provide material description. The quoted unit price must include all costs for labor, equipment, material, loading, weighing, testing, transportation, delivery, overhead, profit, permits, and contractor-paid taxes. Material shall be weighed using platform scales furnished at the contractor's expense or certified public scales; a certified weighmaster must prepare weight tickets. Contractor activities are restricted to 8:00 a.m. through 4:30 p.m., Monday through Friday. End-dump trucks are preferred; side-dump and belly-dump trucks are acceptable. The contractor must maintain the delivery area to prevent debris from entering nearby wetlands and remove and replace rejected material at no additional cost.
Evaluation factors are technical capability, delivery capability and equipment, past performance (evaluated from CPARS and other available sources), and price using a tradeoff process. FWS SAT 2 in Falls Church, Virginia administers the contract. Contracting Officer Dana Arnold, 703-468-8289, receives quotes at dana_arnold@ios.doi.gov. Site visits are available by contacting Sarge Vasquez at (956) 552-1556, Monday through Friday, 8:00 a.m. to 3:00 p.m.
