About this file
This is a quotation request for caliche delivery services to Laguna Atascosa National Wildlife Refuge located approximately nine miles north of Los Fresnos, Texas. The Government seeks delivery of an estimated 1,500 tons of naturally occurring caliche suitable for use as flexible roadway base material, graded to 1.5 inches minus and free from trash, vegetation, organic matter, and deleterious materials. The contractor must identify the specific pit or quarry source in its quotation and is responsible for furnishing all equipment, supplies, labor, transportation, and materials necessary for delivery. All materials must be delivered no later than September 30, 2026. The contractor shall deliver material in consecutive loads to a designated 10-foot-wide roadway, with refuge personnel responsible for spreading and grading after delivery. Site visits are encouraged and may be scheduled Monday through Friday between 8:00 a.m. and 3:00 p.m. by contacting Sarge Vasquez at (956) 552-1556.
The quoted unit price per ton must include all costs for labor, equipment, material, loading, weighing, testing, transportation, delivery, overhead, profit, permits, and contractor-paid taxes. Material shall be weighed using platform scales furnished at the contractor's expense or certified public scales, with weight tickets prepared by a certified weighmaster identifying the date, truck number, gross weight, tare weight, net weight, time of weighing, and weighmaster signature. Payment will be made at the awarded unit price per ton for material delivered and accepted by the Government. The contractor may use end-dump, side-dump, or belly-dump trucks, with end-dump trucks preferred due to limited turnaround space. Contractor activities are restricted to 8:00 a.m. through 4:30 p.m., Monday through Friday. The contractor must comply with all applicable federal, state, and local laws and regulations, provide its own power and water, and maintain the delivery area to prevent debris from entering nearby wetlands. Rejected material must be removed and replaced at no additional cost to the Government.

Laguna Atascosa NWR
Caliche Delivery
GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1 .1 Project Description: The Contractor shall furnish all equipment, supplies, labor, transportation, and materials necessary to deliver an estimated 1,500 tons of Caliche roadway base material to Laguna Atascosa National Wildlife Refuge (NWR), approximately nine miles north of Los Fresnos, Texas. The estimated quantity is provided for quotation and planning purposes. The actual quantity awarded may be more or less, depending upon funding availability.
The Government will establish the funded quantity at the time of award. Payment will be made only for material delivered and accepted by the Government.
1.2 Site Visits: Quoters are encouraged to visit the delivery area and inspect existing site and access conditions before submitting a quotation. Quoters should pay particular attention to the unpaved access roads and limited availability of turnaround areas for large trucks.
To arrange a site visit, contact Sarge Vasquez at (956) 552-1556. Site visits may be scheduled Monday through Friday between 8:00 a.m. and 3:00 p.m.
PART 2: MATERIAL REQUIREMENTS:
2.1 Base Material
A. The Contractor shall furnish and deliver an estimated 1,500 tons of naturally occurring caliche suitable for use as flexible roadway base material. “Caliche” means a naturally occurring calcareous material composed primarily of calcium-carbonate-cemented soil or aggregate. The required material is not conventional crushed limestone aggregate, crushed concrete, gravel, topsoil, or general-purpose fill dirt.
B. The material shall be graded to 1.5 inches minus and suitable for use as roadway base material.
C. The material shall be free from trash, vegetation, organic matter, and other foreign or deleterious material.
D. The quoter shall identify in its quotation the specific pit or quarry from which the proposed material will be obtained, including the source name and location.
2.2 Inspection and Rejection
The Government reserves the right to inspect the proposed material at its source and upon delivery. Government review or inspection of the source does not relieve the Contractor of responsibility for furnishing material that complies with the contract requirements.
Material that does not comply with the contract requirements may be rejected. The Contractor shall remove and replace rejected material at no additional cost to the Government, including all associated loading, hauling, removal, and disposal costs.
PART 3 – DELIVERY AND PLACEMENT
3.1 Delivery and Placement
A. Contractor shall call Sergio Vasquez (956-556-1552, 956-748-3607) or Christian Delgado (956-538-3465, 956-748-3607 x117) when each base material load is ready for delivery.
B. The Contractor shall place the base material within the designated 10-foot-wide roadway in consecutive loads until the required quantity has been delivered (see below map indicating delivery locations).
C. Refuge personnel will spread and grade the material after it is delivered. The Contractor is responsible only for delivering and depositing each load at the locations designated by Refuge personnel.
D. All materials shall be delivered no later than September 30, 2026.
3.2 Site Access and Weather
A. Existing access roads to the delivery locations consist primarily of dirt and sand.
B. The Contractor shall plan its equipment and delivery methods based on existing access conditions. Rain or flooding may make the roads impassable and require deliveries to be delayed or rescheduled.
3.3 Means and Methods
The Contractor may use end-dump, side-dump, or belly-dump trucks. Due to limited turnaround space, end-dump trucks are preferred. Trucks shall turn around only in areas designated or authorized by Refuge personnel. The Contractor is responsible for selecting equipment suitable for the existing access and unloading conditions.
PART 4 – PRICE AND PAYMENT
4.1 Price
The quoted unit price per ton shall include all costs necessary to perform the requirement, including labor, equipment, material, loading, weighing, testing, transportation, delivery, overhead, profit, permits, and contractor-paid taxes.
4.2 Measurement and Payment
