About this opportunity

The USDA Agricultural Marketing Service has issued a Two-Step Sealed Bid Solicitation for the procurement of Condensed Tomato Soup under NAICS code 311421. This special notice represents the first step of a two-phase procurement process, requesting technical proposals for canned soup products intended for domestic food assistance programs. The solicitation will be conducted through USDA's Web Based Supply Chain Management system, with deliveries required to various locations throughout the United States on an FOB origin basis. The contract will be structured as a firm-fixed-price agreement, and all commodities must be products of the United States, grown, processed, and prepared exclusively within the country. The Agricultural Marketing Service's Commodity Procurement Program is managing this acquisition to support federal nutrition assistance initiatives.

The primary objective is to establish qualified suppliers capable of producing condensed tomato soup that meets USDA specifications for federal food assistance programs. Technical proposals are due by September 5, 2025, at 13:00 Central, with notification of technical acceptability scheduled for October 24, 2025. Contractors must submit a two-page narrative detailing their experience in condensed tomato soup production along with sample prototypes consisting of two #1 cans with retail commercial packaging. The evaluation criteria focus on four critical subfactors: overall color (bright orange to red), appearance (smooth with minimal water separation), texture (smooth consistency), and flavor (pleasant tomato taste without scorching). Contractors who have previously received approved technical proposals may be exempt from resubmission if there are no changes to USDA specifications or their formulation, and the second step will award contracts based on lowest-price bids from technically acceptable offerors.
