About this opportunity
The USDA's Agricultural Marketing Service has issued a Two-Step Sealed Bid Solicitation for Condensed Cream of Mushroom Soup as part of their Commodity Procurement Program. This special notice represents the first step of a procurement process for canned soups that will support domestic food assistance programs. The solicitation follows a two-step approach where vendors must first demonstrate technical capability before being allowed to submit price bids. The procurement is classified under NAICS code 311421 for Fruit and Vegetable Canning with a small business size standard of 1,000 employees. All deliveries will be made to various locations throughout the United States on an FOB origin basis under a firm-fixed-price contract structure.
The primary purpose of this solicitation is to procure canned soup products for federal food assistance programs while ensuring compliance with domestic sourcing requirements under the Agricultural Acquisition Regulation. Interested contractors must submit technical proposals by September 5, 2025, including a two-page narrative describing their experience producing condensed cream of mushroom soup along with prototype samples for evaluation. The USDA will evaluate submissions based on four criteria: overall color, appearance, texture, and flavor, with technical acceptability notifications expected by October 24, 2025. Only vendors whose technical proposals are deemed acceptable will be invited to participate in the second step price bidding phase. All commodities must be products of the United States, grown, processed, and prepared exclusively within the country, though packaging components may be subject to international trade agreements.
