About this opportunity
The Department of the Navy Naval Facilities Engineering Command issued a Limited/Sole Source Justification Notice on February 11, 2026, for the modification of two 60-ton portal cranes at Norfolk Naval Shipyard (NNSY) to support special purpose service (SPS) pier side operations. The modification services include the installation of broken shaft detection systems (BSDS) on both the main and whip hoists of each crane, along with structural modifications to accommodate the new systems and replacement of boom hoist wire rope. The justification for the sole-source award to Advanced Crane Technologies (ACT) cites urgent agency need and critical mission deadlines, with the Navy determining that failure to award on a sole-source basis would result in unacceptable delays to national security operations. The contract N62470-23-D-0014 was awarded on January 30, 2026, though the specific contract value remains redacted in the public documentation. The contracting officer determined anticipated costs to be fair and reasonable based on comparative analysis of the contractor's proposal, government estimates, and historical pricing for similar work.
