About this opportunity
The Indian Health Service is conducting a sources-sought market research effort to solicit one Twin Tank Water Softener System including associated plumbing supplies, labor, installation, and delivery by May 31, 2026; this procurement is set aside for Indian Small Business Economic Enterprises (ISBEE). The requirement is to replace an end-of-life brine tank at Phoenix Indian Medical Center that has experienced structural deterioration, sludge accumulation, salt bridging, and inefficient regeneration, all of which compromise water softening and system reliability and threaten uninterrupted patient care operations.
Work will be performed at Phoenix Indian Medical Center, 4212 N. 16th Street, BLDG 9, Phoenix, Arizona 85016. Vendors must be Original Equipment Manufacturer-authorized dealers, authorized distributors, or authorized resellers with OEM warranty and service maintained by the manufacturer. Only new equipment is acceptable; remanufactured or gray-market items are excluded. Responses must include a copy of the authorized distributor letter from the manufacturer and representations and certifications documenting ISBEE or Native American-owned small business status. Offers without this certification will not be considered. The government will not split the requirement; all quotes must include all equipment, services, and applicable options. Responses are due by 5:00 PM EDT on May 31, 2026, sent to Phil Wendzillo at phillip.wendzillo@ihs.gov with subject line "IHS1526833 Sources Sought for Twin Tank Water System." Payment will be processed through the Department of Treasury Invoice Processing Platform. FAR small business subcontracting limitations (52.219-3, 52.219-14, 52.219-27, 52.219-29, and/or 52.219-30) will apply.
Notice text
1 each – Twin Tank Water Softener System to include associated plumbing supplies, labor, installation, and deliver.
Justification
The existing water softener brine tank at Phoenix Indian Medical Center has reached the end of its service life and requires replacement with a new system to ensure continued safe and reliable operation. Due to age-related deterioration, the current tank is increasingly susceptible to structural weakness, sludge accumulation, salt bridging, inefficient regeneration, and potential bacterial growth, all of which compromise softening efficiency and system reliability. Replacing the tank is necessary to maintain consistent water quality, protect critical hospital equipment, prevent unplanned downtime, and support uninterrupted patient care operations.
