About this opportunity

The Department of the Interior, Bureau of Land Management Nevada Region seeks a fixed-price contract for a Class II probabilistic field survey and re-recording of rock art sites in the Lower Twin Creek sub-watershed, with quotes due July 29, 2026, at 1:00 PM PDT. This is a Total Small Business Set Aside, 100% women-owned small business requirement, under NAICS 541720.

Place of performance is the Lower Twin Creek sub-watershed in Fremont County, Wyoming, encompassing approximately 33,300 acres of BLM-administered and mixed-ownership lands. The contractor must develop a sampling strategy identifying 325 acres most likely to contain rock art, conduct non-invasive documentation of 18 known rock art sites (petroglyphs and pictographs), and submit deliverables including an inventory strategy, comprehensive Class II inventory report conforming to Wyoming SHPO standards, Wyoming Cultural Property Forms, photographs, GIS data with field GPS coordinates, and field notes. Work must comply with Wyoming SHPO-BLM Protocol requirements and BLM Handbook H-8110-1. Fieldwork requires 4WD vehicles and potentially UTVs or ATVs; the contractor assumes responsibility for private landowner permission and personnel safety in predator habitat. Period of performance runs August 15, 2026, to February 11, 2027, structured in four phases with partial payments: Phase I (45 days, 15%), Phase II (120 days, 35%), Phase III (150 days, 25%), and Phase IV (180 days, 25%). Evaluation uses a best-value trade-off process, with Technical Capability and Past Performance (at least three relevant projects within five years) weighted significantly more important than price. All offerors must acknowledge receipt of Amendment 0001 prior to submission. Submit quotes via email to Caitlyn_Warner@ios.doi.gov with technical and past-performance documentation separate from pricing (SF1449). Contract administration point of contact is Caitlyn Warner, Contracting Officer, 775-861-6495.
