About this file
This is a Questions and Answers document for Bureau of Land Management Nevada State Office Solicitation No. 140L6226Q0018, clarifying requirements for rock art documentation and site visitation work.
The document addresses nine questions regarding deliverable requirements and project administration. Key clarifications include: sketches of rock art elements are optional but acceptable in both hand-drawn and digital formats; individual rock art figures within panels do not require separate identification numbers unless needed for written description reference; multiple figures may be captured in single photographs provided each figure remains clearly identifiable; a metric scale is required for photography but contractors have discretion in scale type selection; and legacy data on rock art conditions will be available through WyoTrack site records and BLM paper files accessible by the contractor. The solicitation excludes the need to update lithic scatter Site 48FR.7606 when revisiting three point-located rock art sites within it. Regarding project administration, BLM will review the inventory strategy proposal within 7 calendar days and draft reports within 15 calendar days, with milestone dates adjusted if review periods are exceeded. If contract award occurs significantly after the anticipated August 15, 2026 start date, the period of performance and milestone dates will be adjusted accordingly. Seasonal conditions preventing safe panel access permit remaining work to continue in spring or under no-cost extension.

Questions and Answers
The following questions were received regarding Solicitation No. 140L6226Q0018. The Government's responses are provided below. These questions and answers are made part of the solicitation for informational purposes.
Question 1
Do all rock art panels need hand sketches of all rock art elements? If so, are digital sketches accepted?
Answer:
Sketches are not required for all rock art elements. The contractor is required to capture each rock art element with a written description and photographs. If the contractor feels that a sketch would help capture the element, they are encouraged to prepare one, but it is not a requirement. Both hand-drawn and digital sketches are acceptable.
Question 2
Does every figure within a panel need to be individually identified (given a figure number), have an individual photograph with scale, and be measured? This will help with determining the level of effort for all sites and Site 48FR.93.
Answer:
Per the Wyoming State Historic Preservation Office (SHPO) requirements, each rock art panel shall be individually identified and photographed. Individual figures within a panel do not need to be individually identified unless it is necessary to assign an identifier in order to reference them in the written description.
Question 3
Does the report need to include photographs of every individual rock art figure (if every rock art figure needs its own photograph)?
Answer:
Each individual rock art figure must be clearly identifiable in the photographic documentation; however, multiple figures may be captured in a single photograph.
Photographs must contain sufficient detail to support the written descriptions, interpretations, and National Register of Historic Places (NRHP) eligibility recommendations provided by the contractor.
Question 4
Rock art sites 48FR.2359, 48FR.3751, and 48FR.7019 are point-located sites. All are within another large site (48FR.7606 – lithic scatter). Does the lithic scatter (48FR.7606) need to be updated during site visits for the three sites above?
Answer:
No. The contractor may disregard Site 48FR7606 and focus only on revisiting the identified rock art sites.
Question 5
Will the Contractor be provided with legacy data on rock art conditions to assess and compare previous impacts with current impacts?
Answer:
Per the Statement of Work:
"...if needed, the contractor may access BLM LFO's cultural resources program paper records, such as site forms or reports which are not otherwise available through file searches conducted via WyoTrack, in person..."
BLM will facilitate access to its paper files, which are organized by Smithsonian number.
However, it will be the contractor's responsibility to search the files and photocopy or scan any necessary records. The contractor may use the BLM copier/scanner for this purpose.
Any available legacy data regarding rock art conditions will be contained in the WyoTrack site records and/or the BLM paper files.
Question 6
Are there requirements for rock art photography to include specific scales, such as an IFRAO scale or equivalent color/white balance check?
Answer:
No. There is no specific scale requirement other than the use of a metric scale. The type of scale used is left to the contractor's professional judgment.
Question 7
What is the expected BLM review period for inventory strategy and draft report deliverables? Will milestone dates and durations be adjusted if BLM review exceeds the anticipated review periods?
Answer:
Per the Statement of Work under the Deliverables section:
• BLM will have up to 7 calendar days to review the inventory strategy proposal and either accept it or request revisions.
• BLM will have up to 15 calendar days to review the draft report and provide comments or requested revisions.
If BLM exceeds these review periods, the applicable milestone dates and performance durations will be adjusted accordingly.
Question 8
If the contract is awarded significantly after the anticipated August 15, 2026, start date, will milestone dates shift accordingly?
Answer:
Yes. If contract award occurs after the anticipated August 15, 2026, start date, the Government will adjust the period of performance and associated milestone dates accordingly.
Question 9
If seasonal conditions prevent safe access to panels, may the remaining work continue in the spring or under a no-cost extension?
Answer:
Yes.
