About this opportunity
The USDA Agricultural Research Service (USDA-ARS) Knipling-Bushland U.S. Livestock Insect Research Laboratory in Kerrville, Texas has issued a pre-solicitation Notice of Intent to Sole Source for the procurement of 24 head of cattle calves to support research operations. The primary objective is to acquire calves that meet precise specifications necessary for maintaining tick colony strains and supporting ongoing research projects at facilities in Kerrville and Edinburg, Texas. Key requirements include calves weighing 300-450 pounds, aged 6-24 months, preferably of Hereford breed with Black Angus or Charolais as acceptable alternatives, with no bull calves, no Brahman influence, and critically, no prior exposure to cattle fever ticks. The government will conduct its own inspection and selection of animals at the origin facility and will handle all transportation to the research laboratory. The pre-solicitation notice was posted on December 19, 2025, with a response deadline of January 8, 2026, though this notice is for informational purposes only and does not constitute a binding solicitation or commitment by the government.
This procurement carries no set-aside designation and identifies Gillespie Livestock Co. in Fredericksburg, Texas, located approximately 30 miles from the research facility, as the sole-source provider based on their demonstrated capability to consistently meet the specialized cattle specifications and their location in a fever tick-free region. The government justifies the sole-source approach through the inability to identify alternative suppliers registered in SAM within a 60-mile radius of Kerrville capable of reliably providing cattle meeting the precise research requirements. The total contract value is not disclosed in this pre-solicitation notice. All 24 calves must be sourced from within a 60-mile radius of Kerrville and delivered by March 30, 2026. The government assumes no financial responsibility for costs incurred in responding to this pre-solicitation notice, and respondents will not be notified of the results, as the information will be used solely to inform the government's final acquisition strategy decision.
