About this opportunity

The Maritime Administration (MARAD) within the Department of Transportation is seeking emergency drydocking and steel repair services for the Training Ship KINGS POINTER, which has experienced a hull breach in the dirty oil tank area that requires immediate attention. The procurement involves drydocking the vessel and replacing approximately 18 inches by 18 inches of steel in the damaged dirty oil tank, along with repairing the sounding tube strike plate and recoating disturbed areas. The work must be completed between September 15 and October 17, 2025, with a strict deadline of October 15, 2025, as regulatory bodies have restricted the vessel's movement and the U.S. Coast Guard has mandated the repairs. This is a sole source procurement under FAR 6.302-2 for unusual and compelling urgency, with proposals due by September 11, 2025. The contract will be evaluated as a firm fixed-price purchase order and includes provisions for up to 50 supplemental labor hours and $5,000 in additional materials if needed.

While the solicitation indicates it is set aside for small businesses under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees, it is simultaneously being awarded on a sole source basis to Bayonne Dry-Dock & Repair in Bayonne, New Jersey. Bayonne Dry-Dock & Repair was identified as the only contractor willing and capable of performing the emergency repairs within the New York City area and meeting the critical timeline requirements. The contract value falls within the Simplified Acquisition Threshold range of $250,000 to $7 million, though the exact award amount is not specified in the documentation. The vessel will remain docked at the United States Merchant Marine Academy in Kings Point, New York, where the repair work will be performed. Payment terms are established as Net 30 days after delivery and invoice receipt, with the contractor required to complete all work before the vessel's operational deadline.
