About this opportunity

The Department of State, US Embassy Singapore, sought turnkey repowering of the motor yacht Fair Winds through solicitation 19SN1026R0017, with proposals originally due September 15 at 1630 Singapore time; the solicitation has been cancelled as of September 17 due to unavailability of funds, and no award will be made.

Amendment 0001, issued September 9, extended the proposal deadline to September 18 at 1630 Singapore time and offered a site visit on September 11 at 1500 Singapore time (registration required by September 10 at 1630). Questions arising from the site visit were due by September 14 at 1630. Amendment 0002, posted September 17, cancelled the entire solicitation; offerors should not submit proposals, and the requirement may be resolicited in a future fiscal year subject to fund availability and continued Government need.

Place of performance is Singapore. The work involved removal of two existing Caterpillar C12 marine diesel engines and furnishing, installation, testing, and commissioning of two new Cummins QSM11-M 715 HO diesel engines rated at 715 MHP, with a 180-calendar-day performance period following Notice to Proceed. All work was to be performed at a qualified marine repair facility in Singapore capable of safely accommodating a 51-foot motor yacht. The contractor was required to provide gearbox inspection and compatibility assessment within five calendar days, sea trials, commissioning, and a minimum one-year workmanship warranty on all installation and restoration work. The contract structure was firm-fixed-price with separate line items for repower work and Defense Base Act insurance; pricing was to be submitted in Singapore Dollars. The Government intended to award to the lowest priced, technically acceptable, responsible offeror without discussions. NAICS 336611 (Ship Building and Repairing); PSC J019.
