About this opportunity
The Bureau of Reclamation seeks quotations for turbine generator and transformer oil testing and reporting services at Hoover Dam under a five-year Blanket Purchase Agreement, with quotations due August 7, 2026 at 4:00 PM PDT. The procurement is set-aside for small business concerns; the small business size standard is $19.0 million.
Place of performance is Hoover Dam Central Warehouse in Boulder City, Nevada. The NAICS code is 541380, Testing Laboratories and Services; the PSC code is H291, Equipment and Materials Testing—Fuels, Lubricants, Oils, and Waxes.
The Statement of Work requires ISO/IEC 17025 accreditation and includes two testing tracks. For turbine oil (Phillips 66 ISO 68), the contractor must perform either Test Slate A (color, water content, viscosity, acid number, particle count, elemental analysis) or Test Slate B (Slate A plus varnish potential, membrane patch colorimetry, oxidation stability, rust preventative characteristics), with reports due within five business days of sample receipt or two business days for rush requests. Maximum annual volume is 75 turbine tests. For transformer oil from 23 generator step-up transformers, standard tests include dissolved gas analysis, water content, interfacial tension, acid number, color, visual inspection, dielectric strength, specific gravity, sediment, power factor, PCB detection, and oxidation inhibitor analysis; optional tests for metals, furan analysis, and corrosive sulfur are available. Transformer reports are due within five business days or two business days for rush requests, with a maximum of 30 tests annually. The contractor must maintain 90% conformance with applicable ASTM standards through proficiency testing, provide ISO super clean sample containers, and maintain secure web-based access for data trending and reporting. Pricing is $75 per turbine oil test, $30 per transformer standard test, $10 per optional transformer test, and $75 per box of sample bottles. Performance period is October 1, 2026 through September 30, 2031. The Government reserves the right to award one, multiple, or no BPAs. Questions are due July 22, 2026. Amendment 2 (effective August 3, 2026) revised the Statement of Work; the quote deadline remains August 7, 2026.
