About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) for turbine and transformer oil testing services at Hoover Dam, managed by the Bureau of Reclamation under Amendment 0002.
The SOW is divided into two distinct sections addressing turbine generator oil testing (Parts 1-2) and transformer oil testing (Parts 3-4) due to differing standards for each application. For turbine oil testing, the BPA Holder must analyze Phillips 66 ISO 68 turbine oil using either Test Slate A (color, water content, viscosity, acid number, particle count, and elemental analysis) or Test Slate B (all Test Slate A tests plus varnish potential, membrane patch colorimetry, oxidation stability, and rust preventative characteristics). Analysis reports must be delivered within five business days of sample receipt, or within two business days for rush requests. The maximum annual testing volume for turbine oil is 75 tests per slate. For transformer oil testing, the BPA Holder must perform standard tests including dissolved gas analysis, water content, interfacial tension, acid neutralization, color, visual inspection, dielectric strength, specific gravity, sediment analysis, power factor, PCB detection, and oxidation inhibitor analysis on oils from 23 generator step-up transformers (21 in service). Optional tests for metals, furan analysis, and corrosive sulfur may be requested at additional cost. Transformer oil test results must be delivered within five business days of receipt, or two business days for rush requests, with a maximum of 30 tests annually. Both services require the BPA Holder's laboratory to maintain ISO/IEC 17025 accreditation, provide ISO super clean sample containers and labeling, achieve 90% conformance with applicable ASTM standards through participation in proficiency testing programs, and furnish secure web-based access for data trending, reporting, and multi-user account management. All supplies, containers, and sample bottles must be shipped FOB destination to Hoover Dam Central Warehouse in Boulder City, Nevada, at no additional cost to the BPA Holder.
