About this opportunity

The National Institute of Standards and Technology seeks quotations for one tunable laser system with reference wavemeter for wavelength scanning and locking, with responses due May 29 at 4:00 PM Eastern Time. Questions are due May 4. Amendment 0001, issued May 26, extended the response deadline and clarified that the 5 megahertz wavelength measurement resolution requirement may be met through averaging of approximately 50 samples with a measurement time of approximately 5 milliseconds, rather than single-shot resolution.

Place of performance is Gaithersburg, Maryland. The procurement is a firm-fixed-price commercial item acquisition for NAICS 334516, Analytical Laboratory Instrument Manufacturing (small business size standard: 1,000 employees). The system must deliver continuous lasing output with a coarse wavelength tuning range of 861 nanometers plus or minus 10 nanometers or broader, fiber-coupled output power of at least 25 milliwatts, optical linewidth of 100 kilohertz or less, mode-hop-free tuning range of at least 30 gigahertz, and ability to lock the laser to a user-set fixed wavelength with integrated electronics and communications ports (USB, TCP/IP, or similar) for experimental control. Delivery to NIST's Gaithersburg facility is due no later than 26 weeks after receipt of order, FOB Destination or equivalent INCOTERMS. The contractor must provide a minimum 12-month warranty after equipment acceptance and original manufacturer packaging, documentation, and software. No prototypes, demonstration models, or refurbished instruments are acceptable.

Quotations must be submitted in three volumes (Technical, Price, and Terms and Conditions) electronically to ranae.armstrong@nist.gov and Donald.collie@nist.gov. Award shall be made to the lowest-priced, technically acceptable quotation from a responsible quoter. All quoters must maintain active SAM.gov registration at submission and through final contract payment. The Buy American Act applies; offerors must certify domestic end products unless specifically listed as foreign or critical components.
