About this file
This is a Statement of Work (SOW) for the procurement of a tunable laser system with reference wavemeter for the National Institute of Standards and Technology (NIST) Physical Measurements Lab, Nanoscale Device Characterization Division. The system is intended to enable new capabilities in single-defect spectroscopy and optical control for quantum networking applications.
The contractor shall deliver one (1) new tunable laser system meeting specified technical requirements, including continuous lasing output with a coarse wavelength tuning range of 861 nanometers ±10 nanometers or broader, fiber-coupled output power of at least 25 milliwatts, optical linewidth of 100 kilohertz or less, mode-hop-free tuning range of at least 30 gigahertz, wavelength measurement capability with 5 megahertz or better resolution, ability to lock the laser to a user-set fixed wavelength, integrated electronics for operation and tuning, and communications ports (USB, TCP/IP, or similar) for experimental control computer integration. Delivery shall be FOB Destination (or equivalent INCOTERMS) to NIST's Gaithersburg, Maryland facility no later than 26 weeks after receipt of order. The contractor must provide a firm fixed price quotation for the complete system inclusive of original manufacturer packaging, all original documentation and software, and a minimum 12-month warranty after equipment acceptance. The government reserves the right to perform performance testing and on-site visual inspection within two weeks of receipt to verify system compliance. Partial shipments and invoices are not accepted unless prior approval is obtained from the Contracting Officer. Payment shall be made in arrears upon receipt of a proper invoice, with no advanced payment authorized.

STATEMENT OF WORK
Title: Tunable Laser System with Reference Wavemeter for Wavelength Scanning and Locking Requesting Lab: National Institute of Standards and Technology (NIST) Physical Measurements Lab (PML) Nanoscale Device Characterization Division (NDCD)
BACKGROUND
The National Institute of Standards and Technology (NIST) Nanoscale Device Characterization Division’s (NDCD) mission is to develop and advance the measurement and knowledge infrastructure to characterize nano- and atom-scale engineered materials and solid-state devices for innovation in information processing, sensing, and future quantum technologies. The NDCD’s technical activities span atom scale devices, nanoscale spectroscopy, nanoscale imaging, nanoscale processes and measurements, and alternative computing. To meet mission requirements, the NDCD requires a tunable laser system with reference wavemeter for wavelength scanning and locking.
Purpose: Enable new capabilities in single-defect spectroscopy and optical control for quantum networking.
SCOPE
The contractor shall deliver a quantity of one (1) Tunable laser with reference wavemeter for wavelength scanning and locking, inclusive of FOB Destination delivery terms (or equivalent INCOTERM) and 12-month warranty.
MINIMUM REQUIREMENTS
The offeror shall submit a firm fixed price quotation for each line item, offering a supply/service meets or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

DELIVERY
Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 26 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive Building 301 (Shipping & Receiving) C/O TBD Building 217 Gaithersburg, MD 20899-1640
INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Test
1. The Government will test the tunable laser system on test samples and verify that its performance meets the requirements.
The Government will test, inspect, and accept the equipment onsite within two (2) weeks of the receipt of the tunable laser and wavemeter system. A visual inspection of the tunable laser system will be performed by the NIST TPOC to identify surface defects or any form of indication that the tunable laser system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the tunable laser system due to defects and/or nonconformance.
WARRANTY
The contractor shall warrant the entire system for a period of a minimum of 1 year after acceptance of the equipment and shall be in accordance with terms in FAR 52.212-4.
PAYMENT SCHEDULE
Advanced payment is not authorized. The Contractor shall submit the invoice in the arrears and shall be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
