About this opportunity
This Special Notice is Amendment 1 to a Request for Quote (RFQ) for the procurement of TubeWriter 400 laboratory tube marking equipment issued by the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Marketing and Regulatory Programs Business Services. Originally posted on April 13, 2026, the amendment was published on April 22, 2026, to address corrections and compliance requirements. The solicitation is a civilian federal contracting opportunity with no set-aside provisions, classified under NAICS 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing) and PSC 6525 (Imaging Equipment and Supplies: Medical, Dental, Veterinary). The procurement seeks qualified vendors capable of providing specialized laboratory equipment meeting stringent technical and operational specifications. This is a firm fixed-price purchase order for a single award.
Amendment 1 serves three primary purposes: correcting the trade-in quantity for TubeWriter 360 units from one to three units in line item 0007, incorporating Clause 52.222-90 to address Diversity, Equity, and Inclusion (DEI) discrimination compliance by federal contractors, and extending the quote submission deadline to 3:00 PM CST on April 23, 2026. Contractors must submit responsive quotations that include pricing for all seven line items, encompassing three TubeWriter 400 systems with installation, training, one-year ink subscription, platinum service plan, barcoding firmware/software upgrade, and the three-unit trade-in allowance. The equipment must meet rigorous technical requirements including the ability to mark 1,000-2,500 tubes per hour on multiple surfaces with waterproof, alcohol-resistant, temperature-durable ink capable of withstanding extreme conditions from -80°C to liquid nitrogen exposure. Award will be granted to the highest technically rated offeror demonstrating acceptable or neutral past performance and fair and reasonable pricing, with delivery required within 60 days of award to Ames, Iowa. No specific eligibility restrictions are stated, indicating that qualified domestic contractors meeting technical and compliance requirements may participate.
