About this opportunity
The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking engineering services in support of the Tube Launched Optically Tracked Wireless (TOW) 2 Subsystem for the Improved Bradley Fighting Vehicle. The procurement encompasses non-commercial engineering and logistics support services including configuration management, field service representation, logistics support, fielding, and contractor repairs for the TOW Missile system, which is classified as a Major Weapon System. This sole source acquisition is being pursued under FAR 6.302-1, which authorizes the use of other than full and open competition, with the justification that only one responsible source can satisfy the agency's requirements. While the notice indicates a proposed sole source award to Raytheon Company (Cage Code 2F259), all responsible sources may submit capability statements, proposals, or quotations for consideration by the agency within the specified timeframe. The solicitation is anticipated to issue on or about December 12, 2025, with a closing date of February 11, 2026, and interested parties should direct requests for the Request for Proposal to the specified government representatives via email.
This contract represents a non-set-aside procurement exceeding the Simplified Acquisition Threshold and is anticipated to be awarded as a Cost-Plus-Fixed-Fee or Firm-Fixed Price contract. The requirement spans a six-year period from Fiscal Years 2027 through 2032, providing sustained engineering and logistics support for the TOW 2 Subsystem throughout its operational lifecycle. The procurement will utilize the Defense Logistics Agency's Alpha 6 contract as a subsumable contract vehicle to facilitate the acquisition process. While no specific award value or budget range is disclosed in this pre-solicitation notice, the multi-year scope and comprehensive nature of the engineering services required suggests a significant contract value. Interested contractors should note that telephone requests for RFP copies will not be accepted, and all communications must be conducted via email to the designated government points of contact.
