About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal is seeking engineering and logistic services for the Tube Launched Optically Tracked Wireless (TOW) 2 Subsystem (T2SS) supporting the Improved Bradley Fighting Vehicle. This anticipated sole source, cost plus fixed-fee contract covers non-commercial engineering and logistics services including refinement, maintenance, configuration management, Field Service Representative support, logistics support, fielding, and contractor repairs for the T2SS and associated equipment. The services will be provided at multiple locations including Poland, Germany, and various U.S. military installations such as Fort Hood, Fort Bliss, Fort Stewart, Fort Riley, Fort Carson, Fort Benning, Minnesota and Mississippi Army National Guard facilities, Red River Army Depot, and York, Pennsylvania. The procurement requires total knowledge and technical data packages of the T2SS and its components, with Raytheon identified as the only qualified source due to its ownership of the technical data package and status as the Original Equipment Manufacturer and design authority. The pre-solicitation notice was posted on August 19, 2025, with a due date of September 19, 2025.

This procurement does not utilize any set-aside designations and is structured as a sole source contract to Raytheon, which serves as both the incumbent and anticipated contractor. The contract will utilize the Defense Logistics Agency's Alpha 6 contract as a subsumable vehicle, which is already sole source to Raytheon. The engineering services contract is planned for fiscal years 2027-2032, providing a five-year service timeline for the Bradley Fighting Vehicle T2SS support requirements. While specific award values are not disclosed in this pre-solicitation notice, the contract structure as cost plus fixed-fee indicates the government will reimburse allowable costs plus a predetermined fixed fee. The procurement falls under NAICS code 541330 (Engineering Services) and PSC code R425 (Support-Professional: Engineering/Technical), reflecting the technical nature of the services required for this major weapon system.
