About this opportunity

The Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office seeks innovative executive summaries and full proposals addressing four focus areas—Design/Build/Buy, Surge and Sustain, Long Range Effects, and Disruptive Innovation—with executive summaries due April 17, 2026 at 4:00 p.m. ET and full proposals due August 21, 2026 at 4:00 p.m. ET. This is a Broad Agency Announcement (HR001125S0011) with no set-aside, open to all responsible sources including non-U.S. entities where compliant with applicable regulations.

The solicitation emphasizes revolutionary advances rather than evolutionary improvements to existing practices. DARPA will issue multiple awards using Procurement Contracts, Grants, Cooperative Agreements, and Other Transactions. Proposals follow a two-stage process: DARPA provides feedback within 45 calendar days on executive summaries, encouraging or discouraging full proposal submission; full proposals require a signed "Encourage Full Proposal" letter from DARPA and receive notification of selection status within 60 calendar days.

Proposals are evaluated in descending order of importance on Overall Scientific and Technical Merit, Potential Contribution and Relevance to DARPA Mission, and Cost Realism. DARPA discourages artificially low-cost proposals or those staffed with junior personnel; cost realism assessment requires substantiation of labor hours, materials, equipment, fabrication costs, and travel.

Technical proposals must not exceed 25 pages, use 12-point font minimum (8–10 point permitted for figures and tables), and include specified attachments (B, C, D, and E) plus a signed Encourage Full Proposal letter. Submissions must be unclassified unless otherwise specified. Organizations may propose as cost-plus-fixed-fee contracts, cost contracts, cost-sharing contracts, grants, cooperative agreements, or Other Transactions. Institutions of Higher Education face a mandatory 15% indirect cost rate cap. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Contact: HR001125S0011@darpa.mil, DARPA/TTO, 675 North Randolph Street, Arlington, VA 22203-2114.
