About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP Fleet Logistics Center Norfolk) is soliciting proposals for annual firefighting equipment inspection services for four TSVRON4 vessels: TSV-1 Prevail, TSV-3 Hunter, TSV-4 Narragansett, and TSV-5 Vindicator. The contractor will provide condition reports assessing the functionality of all firefighting equipment against required operable specifications, deliver separate recommendations for equipment or material replacements with specific justifications and pricing, and attend the vessels at Little Creek Navy Base to inspect, test, and certify fixed CO2 systems, portable fire extinguishers, Scott SCBA cylinders and packs, and fire hoses. The solicitation was posted on November 21, 2025, with proposals due by November 26, 2025, at 10:00 AM, and the current firefighting inspection certificate is set to expire on November 27, 2025, making prompt completion critical to maintain the vessels' operational status. While the solicitation synopsis indicates a sole source award to Hiller Fire Protection, the Standard Form 1449 references a small business set-aside, specifically for service-disabled veteran-owned small businesses (SDVOSB), with a size standard of $16,500,000. The performance period runs from December 1, 2025, through September 30, 2026, with a required delivery date of December 5, 2025, for the initial inspection report. The work will be performed at Little Creek Navy Base in Fort Story, Virginia, and the contract excludes repairs, hydro testing, or six-year maintenance of cylinders. Any qualified contractor wishing to compete must submit a capability statement through beta.SAM.gov and maintain current registration in the System for Award Management (SAM).
