About this opportunity

The Federal Aviation Administration's Southwestern Region is procuring a complete ductless mini-split air conditioning system installation at the Newark Air Traffic Control Tower (EWR ATCT) in Newark, New Jersey. The scope of work encompasses mechanical installation of one 6-ton exterior heat pump unit and three interior wall-mounted units, comprehensive electrical work including a new dedicated 208V 3-phase power circuit with a NEMA 4X 60-ampere disconnect, and full integration of the system into the existing FAA Schneider Electric EcoStruxure DDC building automation controls via BACnet protocol. The work also requires structural modifications including concrete core penetrations for piping and conduits, installation of support framing and steel plates, roof penetration and flashing to maintain the existing roof warranty, and complete wall restoration and painting. The contractor must perform system testing, commissioning, and provide control documentation including point lists and graphics for government approval. The pre-solicitation notice was posted on November 17, 2025, with a pre-proposal response deadline of December 1, 2025.

This opportunity is designated as a Total Small Business set-aside, limiting competition to small business entities. The contract does not identify an incumbent contractor or current service provider. No specific award value or budget range is disclosed in the pre-solicitation notice. The project involves installing a single 6-ton heat pump unit with three associated indoor units and requires coordination across multiple technical disciplines—mechanical, electrical, controls, and structural—to complete the comprehensive HVAC system upgrade at the air traffic control facility.
