About this opportunity

The Department of the Air Force Air Mobility Command has issued a Special Notice for a unique Counter-Intelligence Technical Surveillance Countermeasure (TSCM) Cyber Applications Course specifically designed for Special Operations Forces (SOF). The notice is a combined Sources Sought and Notice of Intent that indicates the potential for a sole source contract under statutory authority DAFFARS 5313.106-1. Currently, the government believes that Skinny Research and Development is the only provider capable of delivering the desired SOF-specific training course. The notice suggests that if no additional capable sources are identified, a direct award may be made to the current provider. The opportunity is categorized under NAICS 611519 for Other Technical and Trade Schools and falls under the PSC category U099 for Education/Training.

Contractors interested in this opportunity must submit a detailed capabilities statement by May 1, 2025, at 10:00 AM EST to Ramon Jimenez via email. The submission must include specific details such as experience in related work, point of contact information, business status (including socio-economic factors like 8(a), HUBZone, or Service-Disabled Veteran-Owned Business), and business size. The course objectives involve developing a comprehensive TSCM training program that covers advanced technical skills including detecting rogue Bluetooth and WiFi clients, locating rogue access points, and utilizing tools like WiFi Pineapple and software-defined radios. The contractor will be required to provide a minimum of three courses per performance period, with the first course to be completed by June 1, 2025. All necessary equipment, materials, office spaces, and network access must be provided by the contractor, and travel will be required with TDY costs covered by Special Operations Forces Enterprise TSCM organizations.
