COUNTER-INTELLIGENCE TECHNICAL SURVEILLANCE COUNTERMEASURES COURSE

DEVELOPMENT AND DELIVERY

STATEMENT OF OBJECTIVES (SOO)

15 April 2025

1. Primary scope of support is focused on the creation and delivery of a SOCOM Counter-Intelligence

Technical Surveillance Countermeasures (TSCM) Course:

The United States Special Operations Command (USSOCOM) requires TSCM Cyber Training in support SOF Enterprise TSCM.

USSOCOM J2X utilizes a number of cyber and networking tools but lacks specific training on their TSCM applications.

Designs, develops, delivers, schedules, administers, and evaluates a Counter-Intelligence Course

TSCM for U.S. Special Operations Command, J2.

Facilitates student preparation for the course, accomplishment of the course prerequisites and accomplishment of all course execution.

Topics will must include finding rogue Bluetooth clients, finding rogue WiFi clients, locating rogue access points, leveraging the WiFi Pineapple for device detection and location, using software defined radios for TSCM, host defense techniques, leveraging pentesting gear for host defense, and basic Linux familiarization.

Shall be equally proficient as a Course Director/Instructor in presenting course material to students in a residence environment as required.

Vendor shall provide a minimum of three courses per Period of Performance, the first course should be complete NLT 01 June 2025.

2. Travel Requirements

Travel will be required. All SOF-E TSCM organizations will pay for all TDY costs.

3. Minimum Requirements:

This course will teach and have students use specific gear in our team packs across the SOF enterprise

(must be tailored specifically to SOF). Training and gear must include items listed below and training associated with it:

• HackRF One

• Portapack

• Raspberry Pi 4 Kit

• Raspberry Pi Touchscreen

• Headphones

• USB Battery Pack

• Wireless and Wired Keyboard

• Portable HDMI Monitor

• Shielded USB Cabling

• A/V Cabling

• USB Drive with Course Material

• WiFi Pineapple/Uber One

• Remote Latch Relays5. Resource / Facilities Support

The company will provide all equipment and materials, with the requisite access to all mission essential networks and systems required to support the activities. Company will provide furnished office spaces (workstations, office automation equipment, telephones, and furniture) and supplies.
