Added: Jul 07, 2016 11:53 am This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is HSTS02-16-Q-CAN013. This Request for Quotation (RFQ) is issued for a Purchase Order for Shipment of two (2) Trolley Cars from San Diego Metropolitan Transit System, San Diego California to Training Area 7, Lackland AFB Texas in support of the Transportation Security Administration (TSA) Canine Training Center (CTC). Only one (1) award will be made. Quoters are requested to review the attached Purchase Order Terms and Conditions document, which is the solicitation document itself, as well as Solicitation Attachments and the Quote Submission Attachments. Please review all documents carefully.

The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88.

The RFQ is set aside 100% for Small Businesses under NAICS code 484121.

The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, however no alternative terms and conditions or commercial items outside those specified in the attached BPA Terms and Conditions will be considered.

The provision at 52.212-2, Evaluation -- Commercial Items, is not used in this solicitation. Please see the attached BPA Terms and Conditions for the evaluation procedures to be used.

Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quote (included as Quote Submission Attachment 2).

Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

TSA will award one (1) Purchase Order to the Quoter that submits the lowest price technically acceptable (LPTA) quote. The LPTA process is appropriate when best value is expected to result from selection of a technically acceptable quote with the lowest evaluated price.
