No. Reference Question Answer

1 General Does the Combined Synopsis/Solicitation under solicitation number HSTS0216QCAN013 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

No. This is a new requirement.

Section I - SOW: Minimum Requirements for Loading, Transport and Off-Loading

Clarify the statement “Segregate the two halves of each articulated car at center bogie” Each trolley car is comprised of two halves joined in the center by an articulation capable center section known as a "Bogie" with an over all length of 76 feet.

Will there be two trollies and the center boggie to ship as shown below? WHICH MEANS TWO TRUCKS See below.

Or Is it the intent to separate each car in two halves (which would have 4 halves and 3 baggies? WHICH MEANS 4 TRUCKS.

The intent is to seprate the two cars in halves, requirirng 4 halves and 2 bogies to be transported. A minimum of four trucks is projected.

Please provide the dimensions of the air conditioning, approximate volume of the loose items and the volume of the mast (length, width, height) in order to make provision on the trucks and shipping containers.

The Air Conditioning units will be removed prior to shipping.

There will be loose wall panels and mounting hardware inside the vehicle. (MTS)

6 Can the mast be left in place for shipment? The Pantograph (mast) will be removed prior to shipping. (MTS)

What are the “four trolley rail car sections and Boing” (Isn’t it two trolleys?) Each trolley car is made up of two sections connected by a center "bogie" that articulates.

8 General What are the environmental protection required for the trolleys? (tarp? Or they can be transported in the open? Do the window openeings have to be closed?

The cars may be shipped in the open. All windows should be closed to prevent any weather damage to the interior. Prudent measures to prevent damage to cars and windows during transport should be taken. The ends of each car section will be open to the weather and should be shrink wrapped for transport and security of the vehicle.

At Lackland, is the TSA providing the civil engineering support for power line clearance?

What is the clearance of the power lines

Yes. Clearance? Without the Air Conditioning units and Pantograph, the vehicle measures 11' 6" from the top of rail. Add this to the height of flat bed trailer. (MTS)

10 Section I - SOW: Delivery When do you require the trolles delivered at Lackland? How many days do you allow to have the trolleys reassembled at Lackland? September 26-30, 2016. Reassembled within 10 days of delivery at Lackland.

Section II - Contract Administration Date: Clause G.5200.242.003 Submission of Invoices (JUL 2015)

What is the lapse of time to get paid after the job was completed? Within 30 days of Invoice Submission.
