About this opportunity
The Transportation Security Administration (TSA) has issued a Request for Information (RFI) for market research purposes regarding the Trusted Operations, Maintenance, Cybersecurity, Assurance, and Technology (TOMCAT) program. The procurement seeks comprehensive IT and Operational Technology (OT) operations and maintenance support services to modernize TSA's IT infrastructure, enhance service delivery, and strengthen cybersecurity capabilities across the agency. Key contract requirements include establishing a 24/7/365 Critical Incident Command Center, managing a full technology stack encompassing data centers, cloud environments, enterprise applications, and end-user devices supporting approximately 85,000 federal employees and contractors, and maintaining Service Level Agreements with specified performance standards. The contractor must ensure Section 508 accessibility compliance, maintain accurate enterprise architecture documentation, and support disaster recovery capabilities with defined Recovery Time Objectives and Recovery Point Objectives. Responses to this RFI are due by March 2, 2026, and potential offerors should submit feedback on the Draft Statement of Objectives using the provided Microsoft Forms and spreadsheet template, with vendors responsible for all associated response costs.
This pre-solicitation notice is not a formal solicitation and contains no set-aside designation for small businesses or other protected classes. No incumbent contractor names or award value ranges are disclosed in the notice, though the scope suggests a substantial contract given the breadth of services covering all TSA locations across the continental United States, international sites, airports, training centers, and field offices. If a formal solicitation is issued, TSA intends to utilize FAR Part 8.4 procedures for ordering under the Federal Supply Schedule. The government reserves the right to send the formal solicitation to both RFI respondents and additional offerors who do not respond to this market research request. While specific timeline details for contract performance are not provided in this pre-solicitation notice, the services encompass full lifecycle management including transition-in and transition-out services, requiring comprehensive onsite support at the DHS Data Center in Stennis, Mississippi and TSA Headquarters in Springfield, Virginia during business hours and extended availability thereafter.

This RFI invites potential offerors to submit a response to assist TSA in conducting market research in accordance with FAR Part 10. Please note, TSA may use the results of this RFI to help determine which vendors are capable of meeting the need and may receive a copy of the solicitation in accordance the procedures at GSAM/R Subpart 538.7103-3(a)(2). The government reserves the right, but is not required, to send the solicitation to additional potential offerors that do not respond to this RFI.
