About this opportunity
The Air Force Test Center at Arnold Air Force Base, Tennessee has issued a Special Notice for the procurement of a Trunnion Rotary Table for an existing Haas Computer Numerical Control (CNC) Machine (HAAS VF-5). The agency intends to use sole source contracting authority under FAR 13.106-1(b)(1)(i) to negotiate directly with Phillips Corporation (CAGE Code 3MPQ0), a large business. Based on preliminary market research, the Contracting Officer has determined that only Phillips Corporation is reasonably available to meet this commercial requirement. The procurement falls under NAICS code 333517 for Machine Tool Manufacturing and does not utilize any small business set-aside programs. This notice was posted on September 8, 2025, with a response deadline of September 12, 2025.
The primary purpose of this Special Notice is to inform the contracting community of the government's intent to proceed with a sole source procurement while providing an opportunity for other potential sources to demonstrate their capabilities. Interested contractors must submit responses electronically by 12:00 PM CST on September 12, 2025, to Ms. Bailey Deason and Ms. Brooke Vandeman at the provided email addresses. This notice explicitly states it is not a request for competitive quotes, and responses will only be considered to determine whether a competitive procurement should be conducted instead. The government retains sole discretion in deciding whether to proceed with the planned sole source approach or conduct a competitive procurement based on received responses. If no favorable responses are received by the deadline, the Air Force will proceed with contract negotiations with Phillips Corporation as originally planned.
