About this opportunity
The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is seeking to procure troubleshooting, testing, and evaluation (TT&E) services for the Aircraft Electrical Component Test Stand (AECTS) located in Elizabeth City, NC. The solicitation is a combined synopsis/Request for Quotation (RFQ) for commercial items, with the intention of awarding a firm-fixed price purchase order. The procurement is specifically targeting Testek LLC as the sole source provider due to their status as the Original Equipment Manufacturer (OEM) with proprietary rights to the system's hardware and software. The contract requires the contractor to troubleshoot the non-operational test stand, propose repair actions, execute approved repairs, conduct operational and functional testing, perform calibration, and provide comprehensive test and inspection reporting. Quotations are due by March 18, 2025, at 10:00 a.m. Eastern Time, with an anticipated award date of March 19, 2025, and the evaluation will be based on the attached Statement of Work, Schedule of Services, and other supporting documents.
The solicitation is an unrestricted equipment procurement with no specific small business set-aside, though the small business size standard is $34 million in average annual receipts. Testek LLC (CAGE Code 06659) is the only known source for these services, primarily because they possess the exclusive technical manual, service information, and expertise required to repair the system's hardware and reprogram its software. The contract will support testing of Auxiliary Power Units and Generators for MH-65, MH-60, and HC-144 USCG aircraft, involving approximately 5 days of onsite field service. The North American Industry Classification System (NAICS) code for this procurement is 811210 (Electronic and Precision Equipment Repair and Maintenance), with the place of performance being Elizabeth City, NC 27909. While a specific award value is not explicitly stated, the procurement is structured as a purchase order with Testek LLC being the anticipated sole contractor for the AECTS troubleshooting and repair services.
