About this opportunity
The Department of the Army Materiel Command Army Contracting Command has issued a Special Notice announcing its intent to award a sole source contract modification to Phenix Logistics LLC to increase the number of Instructor/Operators (I/Os) for the Training Instructor/Operator Support Services (TRIOSS) program. This notice pertains to additional support for Medical Simulation Training Centers that provide critical training to Combat Medics. The Army intends to add 15 I/Os across three locations: Fort Bragg, NC (5), Camp Williams, UT (5), and Papago Park Military Reservation, AZ (5). The modification will include a 5-month Option Period 3 and a 6-month Option Period 4 to ensure continuity of credentialed instructor services. The justification for sole source procurement is based on the urgency of maintaining uninterrupted medical simulation training and the unique position of the current contractor to provide these specialized services.
The primary objective of this sole source action is to prevent service interruptions while the government resolves ongoing protests related to the MIOSS Follow-on effort and transitions to a new contract. Interested contractors must demonstrate their technical knowledge and experience in delivering medical skills training in simulated environments and prove their ability to commence full performance by August 28, 2025, with responses due by July 14, 2025. All responding contractors must be registered in the System for Award Management (SAM) and should submit their capabilities statements to the designated Contracting Officer and Contract Specialist via email. The TRIOSS program supports Combat Medics in enhancing their medical skills through various training formats including Medical Education and Demonstration of Individual Competence (MEDIC), Tactical Combat Casualty Care (TCCC), and National Registry of Emergency Medical Technician (NREMT) training, with the capacity to train at least 2,500 Combat Medic students annually. While this is intended as a sole source award, the government maintains discretion to conduct competitive procurement based on responses received to this notice.
Notice text
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE TO INCREASE THE NUMBER OF INSTUCTOR/OPERTORS.
This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government’s intent to increase the number of Instructor/Operators (I/Os) on a non-competitive basis to Phenix Logistics LLC (CAGE 0SCJ7) for the Training Instructor/ Operator Support Services (TRIOSS) effort. This is a notice of intent to award a sole source increase in scope under statutory authority 10 U.S.C. 2304(c)(1) and 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The contemplated sole source increase will include a 5-month Option Period 3 and one 6-month Option Period 4, ensuring the Army can meet its credentialed Instructors and Instructor/Operator support services for the Medical Simulation Training Centers. The requirements facilitate Combat Medics enhancing their skills and honing their tactics, techniques and procedures, Military Occupation Specialties (MOS) proficiency and skills to complete their wartime mission.
Services performed under this sole source action will include non-personal services of the following I/Os by location as defined in the associated Performance Work Statement (PWS), dated 9 April 2024:
Location/Number of Instructor/Operators
Fort Bragg, NC / 5
Camp Williams, UT / 5
Papago Park Military Reservation, AZ / 5
Total 15
The contractor shall provide all personnel, manage Government equipment, supplies, facilities, materials, supervision, and other items and non-personal services necessary to support the operation of the TRIOSS services as defined in the attached PWS dated 9 April 2024. No other contractor is in the position to assemble a large diverse team to provide credentialed Instructor/Operator support services for the Medical Simulation Training Centers. Award to anyone other than the current contractor (Phoenix Logistics, LLC) would result in a significant break in service and unacceptable delays in fulling the agency’s needs and requirements. The award of this limited addition of I/Os will ensure ample time for the Government team to resolve the ongoing protests of the MIOSS Follow-on effort and begin services of the follow-on contract.
This is not a request for competitive proposals. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2). However, if there are any interested firms in this requirement, then the companies are required to identify their interest and capability to respond to the requirement no later than the Response Date/Time indicated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Please respond by Response Date/Time indicated above. Your response must include your stated TECHNICAL KNOWLEDGE OF AND EXPERIENCE having delivered medical skills training in a simulated environment and information to demonstrate the Contractor’s ability to complete Phase-In activities and commence full performance by 28 August 2025.
Send your response to the Contacting Officer, Ms. Erica N. Numa, via email at erica.n.numa.civ@army.mil with a courtesy copy to the Contract Specialist, Mr. Guillermo J. Santiago-Sosa, via email at guillermo.j.santiagososa.civ@army.mil. All responding contractors must be registered to the System for Award Management (SAM).
