About this opportunity

The National Labor Relations Board seeks lodging and meeting space for a Trial Advocacy Training Conference scheduled September 14–18, 2026, with proposals due July 15 at 11:00 AM EST and questions due July 10 at 1:00 PM EST. The procurement is full and open competition with no set-aside.

The conference venue will be in one of five downtown locations: Chicago, Illinois; Denver, Colorado; San Diego, California; Atlanta, Georgia; or Washington, DC. The NLRB will accommodate up to 140 attendees (NLRB employees and external speakers). Lodging requirements include 135 guest rooms for 4 nights (September 14–17) and 5 guest rooms for 5 nights (September 13–17), with standard overnight amenities, high-speed Wi-Fi, and handicapped-accessible options. Meeting space must include one general session room accommodating 140 attendees with banquet-style seating, faculty and staff tables, registration tables, LCD projector, audio system with microphones, Wi-Fi, and electrical outlets; ten breakout rooms for 15 people each with U-shaped seating and presenter tables; and one hospitality room. Morning and afternoon refreshment breaks (September 15–17) with beverages, light refreshments, setup, and breakdown are required. All vendors must confirm compliance with the Hotel and Motel Fire and Safety Act of 1990 and the Americans with Disabilities Act.

Technical quotes are limited to 12 pages plus a 1-page cover and must include technical approach and past performance references for at least three federal government contracts. Vendors may submit third-party quotes on behalf of qualified hotel properties, provided a hotel agreement is included. Award will be made on best-value basis, evaluating technical factors (location, room quality, meeting space compliance, airport transportation, parking costs, on-site exercise facility), past performance (federal contracts within three years), and price (lodging rates at or below government per diem). The NLRB is tax-exempt; sales taxes should not be included. The government intends to award a firm-fixed-price Purchase Order and may award without discussions. Contractors who proposed under prior RFQ 63NLRB26Q0001 need not resubmit.
