About this file
This is a clarifications document for RFQ 63NLRB26Q0004, addressing questions submitted by prospective vendors regarding the National Labor Relations Board's Trial Advocacy Training Conference lodging and meeting space requirement. The document confirms that all five eligible cities—Chicago, Illinois; Denver, Colorado; San Diego, California; Atlanta, Georgia; and Washington, DC—remain viable options for the conference venue, despite language in the solicitation that appeared to limit eligibility to Chicago and Denver. Quotes may be submitted by third-party vendors on behalf of qualified hotel properties, provided a hotel agreement is included with the submission. The solicitation is full and open competition with no small business set-aside. Vendors who did not respond to the prior RFQ 63NLRB26Q0001 must submit quotes under the current RFQ 63NLRB26Q0004. A site visit may be conducted prior to award, with adequate notice to be provided if necessary, though no specific timing was disclosed given the July 15 quote due date and September 14 conference start date.

RFQ 63NLRB26Q0004 – Trial Advocacy Training Lodging and Meeting Space
1. Third-Party Submissions: May a third-party vendor submit a quote on behalf of a qualified hotel property, or must the quote come directly from the hotel itself? A third-party vendor is acceptable. A hotel agreement should be provided with quote.
1. Set-Aside Status: Can you confirm this solicitation is full and open competition with no small business set-aside, as indicated by the blank "Original Set Aside" field on the notice? This is not set aside for small business.
1. Location Discrepancy: The solicitation's Description section lists five eligible cities (Chicago, Denver, San Diego, Atlanta, Washington DC), while the Requirements section under "REQUIREMENTS" states the venue "should be in the downtown area of either Chicago, Illinois or Denver, Colorado." Could you please clarify whether all five cities remain eligible, or whether the requirement has been narrowed to only Chicago and Denver? All 5 cities are eligible.
1. RFQ63NLRB26Q0001 Reference: The notice states that contractors who proposed under RFQ63NLRB26Q0001 need not submit a new quote. For a vendor who did not respond to the prior RFQ, please confirm the current RFQ (63NLRB26Q0004) is the correct and only vehicle to submit a new quote. Correct. Please submit quotes under 63NLRB26Q0004.
1. Site Visit: The SOW mentions a possible site visit prior to award. Can you provide anticipated timing for this, given the quote due date of July 15 and the September 14 conference start? If a site visit is necessary, adequate notice will be provided.
