About this opportunity
The USDA Forest Service is procuring 30,000 tree shelters for a reforestation planting project on the Coconino National Forest through solicitation number 127EAX25Q0018. The required tree shelters must be 18 inches tall with a conical shape, manufactured from high-UV polymer material, and feature three pre-assembled wire staking legs that allow for manual installation without driving tools. The shelters must be stackable, reusable, and sufficiently rigid to withstand the southwest climate while protecting seedlings during the reforestation effort. The government will evaluate offers using a Brand Name or Equal Lowest Price Technically Acceptable method, assessing price, past performance, and technical acceptability against specifications similar to Tree Sentry Seedling Shelters. Questions regarding the project must be submitted to Christopher Malley by September 17, 2025, with all quotes due to both Christopher Wissen and Christopher Malley by September 26, 2025 at 1400 ET.
This procurement is designated as a 100% small business set-aside under NAICS code 113210 with a size standard of $20.5 million, and no incumbent contractors are identified in the solicitation documents. The contract will be awarded as a single firm fixed-price agreement for the entire quantity of 30,000 tree shelters, with delivery required FOB Destination by October 31, 2025. Performance will occur at the Mormon Lake Ranger District located at 4373 S Lake Mary Road in Flagstaff, Arizona, where the tree shelters will support the reforestation planting project. Offerors must be registered in the System for Award Management (SAM) and provide comprehensive technical proposals, price proposals, and representations and certifications to be considered responsive. The government emphasizes that any "or equal" alternatives to the brand name Tree Sentry Seedling Shelters must thoroughly demonstrate compatibility with all specified characteristics to avoid being deemed non-responsive.
