About this opportunity

The Department of the Army Materiel Command Army Contracting Command is seeking comprehensive landscape renovation services for the 500th Military Intelligence Brigade-Theater at Building 1410 located at 1295 Pirowski Road, Schofield Barracks, Hawaii. The scope encompasses a complete four-phase project including demolition of existing landscaping, site preparation with ground tilling and soil amendments, installation of new plant materials (18 palm trees, 19 gardenias, 30 Ti leaf plants, 80 Golden Eldorado plants, and 12 Blue Plumbago plants), irrigation system installation, landscape lighting with 22 fixtures, mulching, and a six-month weekly maintenance period. The project objectives focus on enhancing the aesthetic appeal and functionality of the grounds surrounding Building 1410 and the parking gate area, with performance standards requiring a 90% plant survival rate and uniform irrigation coverage. Work must be performed Monday through Friday from 7:00 AM to 5:00 PM, excluding federal holidays, while adhering to environmental regulations, cultural resource awareness, and security protocols. The solicitation requires quotes to be submitted via email to Contract Specialist Alan Henrichson by September 22, 2025, at 12:00 PM, with a minimum 90-day quote acceptance period.

This opportunity is set aside for Women-Owned Small Business (WOSB) enterprises under NAICS code 561730 (Landscaping Services) with a size standard of $9,500,000. No incumbent contractors or current service providers are identified in the solicitation documents. The total estimated contract value is $9,500,000, though this appears to represent the size standard threshold rather than the actual project budget, as the scope suggests a more modest landscaping renovation project. The performance period spans from October 15, 2025, to March 14, 2026, encompassing both the installation phases (estimated 12-17 days total for demolition, site preparation, and plant installation) and the subsequent six-month maintenance period. All work will be performed at the specified location in Schofield Barracks, Hawaii, with the contractor responsible for material disposal, equipment provision, and compliance with military installation access and security requirements.
