About this opportunity
The Department of the Interior National Park Service Pacific West Region seeks tree maintenance, installation, and irrigation work at Aquatic Park within San Francisco Maritime National Historic Park, with quotations due July 27 at 3:00 PM Pacific Daylight Time. This is a 100% Total Small Business Set-Aside under NAICS 561730 (Landscaping Services), with a $9.5 million size standard.
Place of performance is the 20-acre Aquatic Park in San Francisco, California. Work is scheduled for September 1 through December 1, 2026, on a firm-fixed-price basis. The scope encompasses light pruning of 12 Cordyline Australis trees; removal of 12 Arbutus trees and 13 stumps; planting of 13 Magnolia grandiflora 'Little Gem' trees (24-inch box specimens) with 2-foot root barriers and 2"x2" stakes; and installation of a subsurface irrigation system using trenchless construction, 375 linear feet of 1-1/2" HDPE pipe, pressure testing, and system flushing.
All tree maintenance must be performed by personnel holding both ISA Arborist certification and California C-49 (Tree and Palm) contractor's license. All irrigation work requires either California A (General Engineering) or C-27 (Landscaping) contractor's license. The contractor must perform utility locating, underground service alerts, traffic control, debris removal and disposal, site restoration, and protection of adjacent structures.
The 18-line-item contract price schedule includes labor, materials, and equipment with unit pricing requirements and extended totals for variable items; lump-sum pricing for fixed items. Service Contract Labor Standards and prevailing wage determinations for San Francisco and San Mateo counties apply. Evaluation considers technical capability and relevant experience on similar projects within three years, past performance (recency, relevance, quality), price reasonableness, and contractor qualifications and certifications. Offerors must be registered in SAM and submit completed representations, certifications, past performance documentation, and qualification evidence. Site visits are encouraged; contact Project Manager Micah Wright at micah_wright@nps.gov or 415-859-0898.
