About this opportunity

The United States Probation Office for the Central District of Illinois is soliciting treatment services for persons under federal supervision through Blanket Purchase Agreements (BPAs) beginning October 1, 2025. The procurement specifically targets substance use treatment and drug testing collection services, including urinalysis collection, assessments, co-occurring disorders treatment, and substance abuse cognitive-based counseling delivered through individual, group, and family sessions. Vendors must maintain a physical site within the specified catchment area and demonstrate capability to provide all identified services across fourteen distinct county groupings throughout central Illinois. The solicitation requires separate proposals for different service types or geographic areas, with all proposals due by July 15, 2025 at 4:30 PM via PDF format email submission. The government reserves the right to award contracts to a single offeror and expects proposals to represent each organization's best terms without opportunity for subsequent modification.

This procurement does not utilize any set-aside designations and is open to all qualified vendors. The contract structure includes a 12-month base period with four potential 12-month option periods, creating a maximum total duration of 60 months. Service delivery will span across multiple Illinois counties including Mercer, Rock Island, Bureau, Henderson, Henry, Knox, Warren, Adams, Brown, Pike, Schuyler, Fulton, Hancock, McDonough, Marshall, Peoria, Putnam, Stark, Woodford, Mason, Tazewell, Cass, Greene, Morgan, Scott, Christian, Logan, Menard, Sangamon, McLean, Kankakee, DeWitt, Macon, Piatt, Champaign, Ford, Vermillion, Coles, Douglas, Edgar, Moultrie, and Shelby counties.
