About this opportunity
The United States Probation and Pretrial Services Office for the Central District of Illinois is seeking treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements. The required services encompass a comprehensive range of support including urine collection/testing, case management, assessments, counseling for substance use, mental health, co-occurring disorders, and sex offenses, as well as polygraph examinations, medication, short-term residential placement, and transportation expenses. Interested offerors must submit a letter of interest to ILCP_treatment_services@ilcp.uscourts.gov and demonstrate their ability to provide services within the designated catchment area with an available facility. Contractors will be evaluated based on three key criteria: service provision capabilities, professional qualifications of staff, and competitive pricing comparable to their most favored customer rates. The Request for Proposals (RFP) will be posted on June 15, 2025, on the agency's website at https://www.ilcp.uscourts.gov/solicitations, with responses due by that date.
The contract is not set aside for any specific group and falls under the NAICS Category 623220 for Residential Mental Health and Substance Abuse Facilities. The agreement period will span from October 1, 2025, through September 30, 2026, with a potential unilateral extension by the government for an additional four years at four twelve-month intervals. While specific award values are not disclosed in the pre-solicitation notice, the comprehensive nature of services suggests a substantial contract scope. The contract will cover treatment services across the Central District of Illinois, requiring contractors to have robust infrastructure and professional capabilities to meet the diverse needs of federal defendants and supervised individuals. Potential contractors should carefully review the full solicitation when released to understand the complete requirements and ensure their ability to meet the government's comprehensive treatment service needs.
